EUROPEAN COMMISSION PROPOSES CHANGES TO RENEWABLE FUELS POLICIES Sep. 24, 2012 American Soybean Association (ASA) reports: This week the European Commission released a draft proposal to revise its renewable fuels targets and policies in an effort to address the perceived impact that biofuels have on indirect land use change and food prices. This draft proposal has many steps and hurdles it must overcome before it goes into effect and it is generating significant opposition from the European biofuels advocates and feedstock producers. The European Union has a target to achieve 10 percent of their transportation fuel use from renewable sources. Under the latest proposal, in order to be eligible for the programs and incentives, biofuels would have to meet an increased greenhouse gas (GHG) emissions threshold of 60 percent improvement over petroleum products for all new biofuels plants operating after July 1, 2012, and "first generation fuels'" would be limited to no more than 5 percent of the 10 percent target.
