Nov. 2, 2007 Illinois Fertilizer and Chemical Assoc reports: The Department of Homeland Security (DHS) has just released the Appendix A list of chemicals which accompanies the Chemical Facility Anti-Terrorism Standards (CFATS). Companies who store the chemicals in quantities listed in Appendix A must register with DHS. DHS will then send you a username and password to their website, which you will use to complete a questionaire that DHS will use to evaluate your facility's level of security risk. Appendix A will officially be published November 19, 2007 in which facilities possessing chemicals listed in Appendix A and their corresponding quantities will have sixty days to register with DHS. DO NOT ATTEMPT TO REGISTER UNTIL AFTER NOVEMBER 19. After November 19 you will have 60 days to register your facility if you store any materials on Appendix A. Anhydrous ammonia is still on the list at a quantitiy of 10,000 pounds (2,100 gallons) or greater as well as propane at a threshold quantity of 60,000 pounds (15,000 gallons) or greater. Ammonium nitrate also remains on the list at a threshold quantity of 2,000 pounds or greater. Urea was originally proposed to be on the list at a 2,000 lb threshold. Our industry lobbied very diligently against urea being on the list, and also to increase the ammonia and propane thesholds, both of which DHS agreed to.
